Ernest Aryeetey is an Emeritus Professor of Development Economics at the Institute of Statistical, Social and Economic Research (ISSER), University of Ghana. Until July 2024, he was the Secretary-General of the African Research Universities Alliance (ARUA), a network of 20 of Africa’s flagship universities. He is a former Vice-Chancellor of University of Ghana and was also previously Director of ISSER. Ernest Aryeetey was the first Director of the Africa Growth Initiative of Brookings Institution, Washington D.C.
He has held academic appointments at the School of Oriental and African Studies (London), Yale University and Swarthmore College in the U.S. at various points in time. Ernest Aryeetey was a member of the Governing Council of the United Nations University (2016-2019) and was also previously Chairman of the Advisory Board of the UNU-World Institute for Development Economics Research (Helsinki). He is currently the Board Chairman of the African Economic Research Consortium. He was, until December 2021, the Board Chairman of Stanbic Bank Ghana Limited. He holds honorary degrees from University of Sussex (UK), Lund University (Sweden), Stellenbosch University (South Africa), University of Ghana, Legon (Ghana, University of Health and Applied Sciences (Ghana), University of Glasgow (UK) and University of the Witwatersrand (South Africa).
One of Ernest Aryeetey’s strategic priorities as Vice-Chancellor at the University of Ghana was to develop the University into a research-intensive institution that supports structural transformation in Africa. As ARUA Secretary-General his major pre-occupation was to show that collaboration was key in making African universities more competitive globally while remaining relevant to their communities.

A 2022 Fellow of the International Science Council-ISC, she represents CLACSO on numerous international advisory bodies including REDALYC, AmeliCA, UNESCO’s Open Science Partnership, the International Science Council-ISC Steering Group on the Future of Scientific Publishing, the Oversight Committee of the Global Diamond Open Access Summit (Mexico 2023 and South Africa 2024). André Brasil is a researcher at Leiden University’s Centre for Science and Technology Studies (CWTS), where he co-chairs the UNESCO Chair on Diversity and Inclusion in Global Science. His research focusses on responsible evaluation, scholarly publishing, and open science, with a specific emphasis on promoting diversity in science, particularly multilingualism and geographic inclusivity. Zakari LIRÉ has been working for over two decades with the African and Malagasy Council for Higher Education (CAMES), serving as Head of the information and documentation Centre (CID) and Programme Manager for Quality Assurance in Higher Education and Research.
He holds a Master’s degree in Library and information science and Computer applications. He is currently pursuing a PhD in Public Communication at Université Laval in Canada. His research project focuses on “The Mediation of Local Knowledge in Higher Education and Research Institutions in Francophone Sub-Saharan Africa: The Case of Joseph Ki-Zerbo University in Burkina Faso.” From 2017 to 2019, he actively contributed to the creation of the CAMES Institutional Repository, an open access platform for scientific publications in Francophone Africa (DICAMES). He is co- author of three scientific publications: “Open Access from the Perspective of Francophone Sub- Saharan Africa,” published in the Revue française des sciences de l’information et de la communication in 2017; “Saying ‘No’ to Rankings and Metrics: Scholarly Communication and
Knowledge Democracy,” in Socially Responsible Higher Education (2021); and “Trying to Say ‘No’ to Rankings and Metrics : Case Studies from Francophone West Africa, South Africa, Latin America, and the Netherlands,” also in Socially Responsible Higher Education (2021).

Dr David Oliva Uribe is an experienced international expert with over 20 years dedicated to advancing public policy, research, and innovation across Europe. He currently serves as a senior consultant for UNESCO, where he supports strategic initiatives on Diamond Open Access and Open Data Governance, with an emphasis on inclusive and equitable collaboration frameworks. Based in Brussels, Dr Oliva Uribe has held key leadership roles in European institutions. At the European Institute of Innovation and Technology (EIT Digital), he coordinated university-industry collaboration in advanced digital technologies across nine countries. As Director of the Council for Doctoral Education at the European University Association, he led a network of over 230 universities in 35 countries, shaping public policy on doctoral education and research careers. Dr Oliva Uribe has collaborated with Science Europe and other European bodies on open access policy, digital innovation, and science diplomacy. He regularly engages with multilateral stakeholders to foster cooperation on science, technology, and education. He is also founder of EUMex-Connect and Knowleds, initiatives that connect Europe and Latin America in research, higher education, and innovation with social impact. He holds two PhDs in engineering – one from Leibniz University Hannover in Germany, and another from Vrije Universiteit Brussel in Belgium – both awarded with distinction.
