SPARC Europe is one of Europe’s key and long-standing voices advocating for unfettered access to research and education serving the Higher Education community and society at large. Working to make Open the default, SPE has over 140 members and strives to address OA, OS and OE across Europe. SPARC Europe is also a strong believer in evidence-based research to inform change, and regularly undertakes quantitative and qualitative research in the areas of OA and Open Education. SPE has built capacity and social networks such as CoNOSC (the Council of National Open Science Coordinators), the Open Access Books Network (OABN) and the Network of Open Education Librarians (ENOEL) and the SCOSS (The Global Sustainability Coalition for Open Science Services) collective funding initiative which has helped raise over 5.5m euros for OS infrastructure worldwide.

SPE is a co-leader of WP4 and has horizontal presence in all WPs.
